Development of a Microsoft Excel-based Decision Support Tool for Optimizing
Nurse Staffing Allocation of Nurse Shift Leaders

Background: Nurse shift leaders face challenges in allocating staff effectively due to the complexity
of factors involved, such as patient acuity, nurse competencies, and workload distribution. Traditional
manual methods are time-consuming and error-prone, emphasizing the need for decision support
tools.
Objective: To develop and evaluate an Excel-based decision support tool for optimizing nurse staffing
allocation by shift leaders.
Methods: A literature review and expert consultations identified key factors influencing staffing
decisions. An Excel-based tool was developed, incorporating algorithms to optimize allocation based
on patient needs, nurse competencies, and workload. The tool generates recommended allocations

and visualizations of workload distribution. It was implemented in a patient care unit for three months,
with user feedback and staffing outcomes collected.
Results: The tool demonstrated high accuracy in generating optimal recommendations. Shift leaders
reported increased efficiency and confidence in decisions. Visualizations allowed for identifying
workload imbalances and skill-mix issues. User feedback indicated high satisfaction with the interface
and streamlined process. Improvements in patient outcomes, nurse satisfaction, and resource
utilization were observed during the trial.
Conclusion: The Excel-based decision support tool can improve staffing allocation decisions by
providing evidence-based recommendations and visualizations. Its successful implementation
demonstrates practical utility and potential for wider adoption. Further research should evaluate
long-term impacts on patient outcomes, nurse retention, and organizational efficiency.
