Nurses in the Maldives: A Descriptive Cross-sectional Study

Background: Policy options on career ladders and pay structures can enhance professional
advancement and pay progression, leading to practice, improving job satisfaction, reducing turnover,
and enhancing organizational effectiveness.
Objective: Analyze the context, process, actor, and content of the nursing workforce policy on the
career ladder and pay structure
Methods: A descriptive study among Maldivian Registered Nurses (RNs) working in two tertiary and
six regional hospitals of the Maldives RNs was conducted to analyze the nursing workforce policy on
Job Family Standards for Nursing (2018). Stratified random sampling was employed with a sample size
comprising 234 nurses. Data was collected using the “Policy analysis of career ladder and pay
structure scale developed from the concepts of Health Policy Triangle.
Results: Findings indicated that overall satisfaction with the policy analysis of Job Family Standard for
Nursing (2018) was at a moderate level. The participants were highly satisfied that contextual factors
may have influenced the formulation and implementation of the policy. Additionally, the participants
were moderately satisfied regarding the policy formulation and implementation process, and
moderately satisfied with the role and influence of the actors on the policy process. Likewise, the
participants were moderately satisfied with the content of the policy.
Oral Presentation Abstracts
Conclusion: The nursing workforce policy analysis conducted in 2018 on Job Family Standards
for Nursing highlighted the significance of contextual factors in shaping the formulation and
implementation of policies, particularly concerning career and ladder pay structures. The analysis
underscored the importance of understanding the role and influence of actors representing diverse
levels and institutions in shaping these policies. This insight is crucial for policymakers and nursing
administration when developing effective strategies to address workforce needs and enhance the
nursing profession.
